Thomas Cowart (1818-1864) came to Fannin County in 1838. After acquiring land in the county he met and later married Eliza Inglish, the daughter of Bailey and Jane Sloan Inglish.
In their lifetime they raised a family of 13. He was a native of Rutherford County N.C.
Cowart became the first county treasurer.
In 1864 he was attacked and shot by Bluecoat bushwhackers in his orchard. Two months later he died as a result of the wounds he received.
His wife Eliza was appointed to take his place as treasurer, thus becoming Fannin County's first female to hold that office.
